Calgary backflow test report: the SAMS upload and its deadlines

In Calgary, the Water Utility Bylaw (40M2006) requires backflow devices to be tested at installation, when cleaned, repaired or replaced, and at least once a year. Only testers registered with The City may test. The tester enters the results in The City’s SAMS online portal within 5 calendar days of the test, or within 2 calendar days when the previous test failed. A failed device is repaired or replaced within 5 business days, and The City’s tester fact sheet sets a $500 fine for each late report.

When a test is required

The City’s tester page summarises the bylaw:

  • When the device is installed (it is also registered then)
  • When it is cleaned, repaired or replaced
  • At least once a year
  • Irrigation devices only when the system is turned on for the season; an unused system’s device does not need a test

Deadlines

  • Passed test: results online within 5 calendar days, including devices that were not registered before
  • Previous test failed (including repaired and replacement devices): results online within 2 calendar days
  • Failed and not repaired or replaced right away: results online within 2 calendar days
  • Any failed test: the tester tells the customer within 24 hours, including pending repairs or replacement
  • Failed devices: repaired or replaced within 5 business days
  • Reports may not be held back while waiting for the customer to pay. The fine for a late report is $500 per report

What the SAMS portal asks for

The City’s guide for a passed test walks through these steps:

  • Find the device by serial number or schedule ID
  • Test date, pass or fail, line pressure and the test kit (gauge) used
  • Readings for each check: for an RP, a psi reading for the first check and the relief valve opening; the second check is pass or fail
  • Shut-off valves: pass or fail, no reading
  • Optional photos, with the rating plate or serial number clearly visible
  • Property manager details if they don’t fill in on their own

Who can test

Testers hold a current AWWA Cross Connection Control Specialist certificate (Western Canada Section) and register with The City every year. Test kits are registered and need a current calibration; The City does not accept sight tubes. For a replaced device, the old serial number goes in the "Replaces Serial #" field and the test type is "Replacement Assembly".

Common questions

Can I send The City a PDF instead of entering results in SAMS?

No. The City’s fact sheet says a submission counts only when it is entered online. Enter the results in SAMS; the Stampario report is the owner’s copy and your own record, with the same readings ready to type in.

Who gives the owner a copy?

The tester. SAMS emails a copy to the tester, and The City’s guide says testers are responsible for providing the report to the property owner or responsible party.
